How full was German gas storage in past years?
Every storage year since GIE AGSI+ began publishing German storage on 1 January 2011: peaks and troughs, the fill on 1 November and 1 February, how much each winter drew, the largest sites' lowest winters and the legal fill targets as they changed.
On 22 September 2026, German gas storage was 57.0% full: the lowest of 16 years on record for 22 September, in GIE AGSI+ data that starts on 1 January 2011. The record high for 22 September is 97.3%, in 2019; the previous low was 65.0%, in 2021. A year earlier it was 76.7%, so storage is 19.7 points lower.

Peak, trough and winter draw for every storage year
A storage year runs from 1 April to 31 March. The peak is the highest fill between 1 April and 31 January; the trough is the lowest fill between 1 January and 31 May of the following year, the end of that winter. The injection season runs from the previous trough to the peak, the withdrawal season from the peak to the trough. Net drawn is gas in store at the peak minus gas in store at the trough.

Working gas is the volume AGSI+ reported for Germany on the day of the peak. It grew from 75.0 TWh on 1 January 2011 to 242 TWh or more by 6 April 2016, mostly because sites joined AGSI+, so fills before then are a share of the sites that reported and the net draw in TWh is not comparable with later winters. “So far” marks a peak whose window is still open; n/a means the season has not finished or an end of it is missing.
Germany's legal fill targets, year by year
Germany set no legal fill level for its storage until the Gasspeichergesetz of April 2022, whose title describes it as introducing fill targets. The targets bind each storage facility, not the German total, so the national fill beside each one is context, not a test of compliance. Every target below applies until the end of 31 March 2027 at the latest.

1 September is not a target: the 2022 ordinance presumed a facility at 75% on that day to be on course for its October and November targets. The 2025 ordinance sets no 1 October target.
- Gasspeichergesetz (2022). Introduced legal fill targets for German storage in a new § 35b EnWG: 80% on 1 October, 90% on 1 November and 40% on 1 February, for every facility. The rules were to lapse on 1 April 2025. Gesetz zur Änderung des Energiewirtschaftsgesetzes zur Einführung von Füllstandsvorgaben für Gasspeicheranlagen sowie zur Änderung von § 246 des Baugesetzbuchs, 26 April 2022, BGBl. I 2022 S. 674, in force from 30 April 2022. Primary text, read 24 September 2026.
- Storage fill ordinance (2022). Raised the 1 October target to 85% and the 1 November target to 95%, and presumed 75% on 1 September enough to stay on course. 1 February stayed at the statutory level. Verordnung zur Anpassung von Füllstandsvorgaben für Gasspeicheranlagen (Gasspeicherfüllstandsverordnung, GasSpFüllstV), 27 July 2022, BAnz AT 28.07.2022 V1, in force from 29 July 2022, applied until 31 March 2025. Primary text (search the Bundesanzeiger for BAnz AT 28.07.2022 V1), read 24 September 2026.
- EnWG amendment (February 2024). Cut the 1 February target from 40% to 30%, from 1 February 2025, and extended the storage rules to the end of 31 March 2027. I Nr. 32, in force from 9 February 2024. Primary text, read 24 September 2026.
- Storage fill ordinance (2025). Replaced the statutory dates for the next two winters: 80% on 1 November, 45% at Bad Lauchstädt, Frankenthal, Hähnlein, Rehden, Stockstadt and Uelsen; 30% on 1 February, 40% at Bierwang, Breitbrunn, Inzenham-West and Wolfersberg. There is no 1 October target. It expires at the end of 31 March 2027. Verordnung zur Anpassung der Füllstandsvorgaben für Gasspeicheranlagen (Gasspeicherfüllstandsverordnung, GasSpFüllstV), 5 May 2025, BGBl. 2025 I Nr. 130, in force from 6 May 2025, applies until 31 March 2027. Primary text, read 24 September 2026.
- EnWG amendment (November 2025). Left the targets unchanged and moved the end date into a new § 35i EnWG: the fill rules apply until the end of 31 March 2027. Gesetz zur Änderung des Energiewirtschaftsgesetzes sowie zur Änderung des Kohleverstromungsbeendigungsgesetzes, 25 November 2025, BGBl. 2025 I Nr. 283, in force from 28 November 2025. Primary text, read 24 September 2026.

A site's fill is a share of its own working gas volume that day, which AGSI+ sometimes restates. VGS Storage Hub is reported as one group of sites; AGSI+ has counted Katharina in it since 1 April 2026, after every winter shown. Rehden, Uelsen and Bad Lauchstädt (part of VGS Storage Hub) are three of the six sites the 2025 ordinance holds to 45% on 1 November rather than 80%, and Breitbrunn one of the four held to 40% on 1 February. Site lows come from the recorded AGSI+ file, read on 24 September 2026.
Questions people ask about German storage history
What was Germany's lowest gas storage level?
The lowest daily fill in GIE AGSI+ data since 1 January 2011 is 14.1%, on 2 April 2018, when 35.5 TWh was in store. That was the end of the 2017/18 winter, the lowest of the 16 finished winters on record. Last winter, 2025/26, bottomed at 20.5% on 25 February 2026.
When is German storage usually lowest?
Usually in March. Of the 16 finished winters since 2011, nine bottomed out in March, six in April and one in February. The middle trough date is 31 March. Storage then refills from April and usually peaks in October or November.
How much storage capacity does Germany have?
GIE AGSI+ lists 247 TWh of working gas volume for Germany on 22 September 2026. When the AGSI+ series for Germany begins, on 1 January 2011, it covers only 75.0 TWh, because sites joined the platform over several years. Since 6 April 2016 the figure has stayed between 242 and 255 TWh. The working gas volume is gas that can be injected and withdrawn. It leaves out cushion gas, which stays in the ground.
How does this year compare with last year?
On 22 September 2026 German storage was 57.0% full, against 76.7% on the same date in 2025: 19.7 points lower. Last year's storage cycle, 2025/26, peaked at 76.7% on 28 September 2025 and bottomed at 20.5% on 25 February 2026. This year's highest fill so far is 57.0%, on 21 September 2026.

How these figures are made, and what they leave out
- Every figure is GIE AGSI+'s daily German aggregate: gas in store at the end of each gas day, and that stock as a share of the working gas volume reported the same day. AGSI+ marks the newest days as estimates, which operators can revise.
- The years up to 31 May 2026 come from a copy of AGSI+ recorded on 24 September 2026. Gas days from 1 June 2026 are read live from GIE AGSI+ each time the page regenerates, at most every six hours. Both pass the same plausibility screen: a day is refused if its fill is below 0% or above 110%, or its gas in store is more than 10% above its working gas volume. No German day has been refused.
- A refused or unpublished day is a gap, never filled in. A peak or trough needs nine in ten days of its window reported, and a dated fill (1 November, 1 February, the answer at the top) needs that exact day. The German series has no missing days.
- AGSI+'s German coverage grew in steps as sites joined. The reported working gas volume jumped by more than 5% in a day on 1 Apr 2011 (78.4 to 94.3 TWh), 17 Feb 2013 (103 to 108 TWh), 1 May 2013 (111 to 129 TWh), 1 Oct 2013 (134 to 183 TWh), 7 Apr 2014 (185 to 201 TWh), 6 Apr 2016 (212 to 245 TWh). Fills before the last of those dates are a share of the sites reporting then.
- A site that had not started reporting appears in AGSI+ as zeros with no working gas volume. Those days are treated as missing, not as an empty store.
- This page carries no prices of any kind.
